John Murray, professor of theology, author of many publications, including a great commentary on Romans wrote: “Wherever there is faith, there the omnipotence of God is operative to salvation.

Some people deny the possibility that we have this responsibility.  That God somehow chooses who will believe or who will have faith, and consequently that means that He decides who doesn't, which is basically Him rejecting certain ones - in my estimation that does not line up with the character of the God of the totality of the scriptures and also in fact contradicts the main point Paul is trying to make here in the writing of this letter.

Here in verses 16-17 lies the major theme of this letter – that of “faith”.
